File a FOIA Request
Virginia’s Freedom of Information Act gives you the right to access public records. School districts, sheriffs’ offices, and county boards must respond within 5 business days.
How to File
- Identify the agency that holds the records you want (school district, sheriff, county board)
- Find their FOIA contact (usually on their website under “FOIA” or “Public Records”)
- Send the request via email or certified mail using the template below
- They must respond within 5 working days — if they don’t, that’s a violation
- If denied, you can appeal to the FOIA Council (804-225-3056) or file in court

File a Title IX Complaint
If a school district has failed to properly handle a sexual assault or harassment report, you can file a complaint with the U.S. Department of Education’s Office for Civil Rights (OCR).
Steps to File
- Complaints must be filed within 180 days of the last act of discrimination
- You can file online, by mail, or by email
- You do not need a lawyer to file a complaint
- OCR will investigate and can require the school district to change its policies
